a)Elysee Nzohabonayo, PhD

A national of Burundi, Elysee was formally trained in Aquaculture and Fisheries at Lilongwe University of Agriculture and Natural Resources (LUANAR) in Lilongwe- Malawi, where he obtained a PhD in Aquaculture and Fisheries focussing on fish breeding and hatchery management. Dr. Elysee holds an MSc degree in Aquaculture, obtained at the same University. Before this, Elysee was trained at the University of Burundi where he obtained a BSc degree in Agronomy. He has gained vast experience in teaching, data collection, and research. He has published four articles in different reputable Journals. Dr. Elysee is now the Director Aquaculture Management and Development at Lake Victoria Fisheries Organization (LVFO) as well as a Regional Project Coordinator of TrueFish project.

b)Ms. Teresa Werrhe-Abira

Ms. Teresa Werrhe, is a project management professional with excellent skills and expertise in administration, events management, coordination, and implementation of projects. Ms. Teresa has over 10 years of experience in the management and implementation of projects in International Non-Governmental organizations. She has vast experience in establishing and coordinating basic and moderately complex project activities, engaging local and international liaisons and stakeholders, community participatory processes, aimed at ensuring delivery of quality, timely and innovative solutions. Prior to joining LVFO, True Fish Project, Ms. Teresa was engaged in project strategy planning, research, knowledge management, communication, and advocacy on internationally funded research projects bordering on science, technology, and innovation. As an Administrative Assistant to the TrueFish Project, Ms. Teresa supports the regional project coordinator with administration, logistics for smooth coordination of the project’s strategic goals. Teresa looks forward to learning from and working with, a team of experts focused on improving the livelihoods of the East African Community. She holds a Bachelor of Science in Project Management from the Limkokwing University of Creative Technology and a Higher Diploma in Business Administration.

1. Landell Mills (Component 1)

Mr. Etienne Hinrichsen is the Landell Mills Team Leader and Business Development Expert for the TrueFish Project. Mr. Etienne holds BSc. Agric and an M.Phil (Aquaculture) from the University of Stellenbosch. In a career spanning more than 20 years, Mr. Etienene has been centrally involved in aquaculture development, policy, planning, nest practice, networking, business and more, across Africa and globally. He has developed small and large-scal aquaculture projects and remains centrally involved in the sector networking in Africa through Aquaculture Africa Magazine and other initiatives.

FAO (Component 2 and 3)

1. Mr. Jose Parajua -

Mr. Jose Parajua holds a Master’s in Biology Science and Zoology from the Universidad Complutense of Madrid, Spain. He has internationally recognized excellence in leading projects and programs, as well as a strong technical foundation as a manager, with more than 30 years of international working experience in areas such as marine conservation, resources management, and sustainability, community development, Climate Change Adaptation, Disasters Risk Management, policy and governance, capacity building and training. Mr. Jose has worked in fisheries and aquaculture (industrial and small scale), within different organizations and enterprises (public and private), holding increasing responsibilities. Along with his broad professional career, he built an impressive professional network among different multilateral institutions like the United Nations, the European Commission, worldwide fisheries and marine resources administrations, relevant environmental and sustainability INGOs in addition to the main seafood retailers, and their suppliers and producers.

He joined FAO in 2009 as Regional Manager of the South East Asia Regional Fisheries Livelihood Programme (RFLP), based in Bangkok, Thailand. In 2018, he was assigned as Chief Technical Adviser of the GEF Climate Change Adaptation Program, FishAdapt, based in Yangon, Myanmar. Since November 2020, Mr. Jose is serving the Food and Agriculture Organization of the United Nations (FAO) as Fisheries Technical Adviser of the EU-EAC TrueFish Project, based in Jinja, Uganda.

2. Mr Koffi Honouga

A national of Ghana, Mr. Koffi Honouga holds a Master’s degree in Engineering Project Management from Coventry University (UK), a Bachelor’s degree in Business Administration from Central University (Ghana), and Higher Diploma in Bilingual Administration (English and French option). Mr. Koffi has international experience in programme development and operations working for FAO Regional Office for Africa (RAF) and in FAO Guinea-Bissau in addition to the various programmes and project development-backstopping mission for 47 countries in the Africa Region. Koffi has a total of 25 years of experience in various positions, including programme development and administration, supporting project operations, managing and strengthening programmes in RAF Technical Division. He also occupied the position of Programme Specialist supporting the field programme in the Africa Region.

He has the experience of EU/ECHO procedures and projects implementation and reports preparation as well as experience in other donor-funded (IFAD, GEF, UNJP, DEFCO, SFERA, UNJP, MDTF, CERF, Japan, Germany, Spain, Italy, UK, US etc.) projects operational management.

WorldFish (Component 3)

1. Dr. Papius Dias Tibihika, PhD.

Dr. Papius Dias Tibihika is the WorldFish Biodiversity Advisor under the TrueFish Project. Dr. Papius formally trained in fisheries molecular genetics at the University on Natural Resources and Life Sciences Vienna (BOKU)-Austria, where he obtained a PhD focussing on the evolutionary biology of the East African Tilapiines. Before this, he trained in the same field at Wageningen University and Research Centre, the Netherlands, where he obtained an MSc degree. Similarly, Dr. Papius trained at Makerere University where he obtained a BSc degree in fisheries and aquaculture. Dr. Papius has gained vast experience in teaching and research and he has published widely in peer-reviewed science citation indexed Journals

2. Mr. LUDWIG W. KULE

A certified Accountant with extensive knowledge in Accounting & Financial Management, Budgeting, Grants management, Audit & advisory. He is working as Finance & Admin Specialist under World Fish on the True Fish project. With experience gained from Plan International, WFP among others. Have extensive experience in financial evaluation, budgeting, Supply chain management, project audits, due diligence assignments, and quality assurance reviews. He holds an MBA -Finance from UMI, BBA (Accounting) from MUST. He is a Chartered Accountant (ACCA) and a Certified Management Accountant (CMA)
